In a variable light transmission device which comprises a conductive light transmitting substrate having a layer of a persistent electrochromic material as a light modulating material, a counter-electrode, and an ion conducting layer, an improved ion conducting layer comprising a solid layer of porous electrical insulating material as a support surface in contact with said persistent electrochromic material and said counter-electrode and an electrolyte means to permeate said support surface.
