In an arrangement for producing ingots of unalloyed and alloyed steels having an improved primary crystallization, reduced ingot segregation and a reduced content of non-metallic inclusions, which arrangement includes an ingot mould having a rim and a cavity adapted to be filled with molten steel covered with a slag mixture, energy means for supplying heat to the slag mixture, and a thermally conductive top part placed on said mould, the improvement comprising an annular projection provided on said top part and adapted to extend below the level of molten steel in said mould, said projection having a conical profile forming a conical face adapted to cool and solidify a skin of the molten steel in contact with it over a region inward from the rim, said conical face having an inclination relative to the vertical, wherein tan α
