    a part mounted near said member for movement between first and second positions relative to said tubular element and which is engageable with said member in an interfitting relation pivoting said member to open the valve upon movement of said part to said first position thereof, and pivoting said member to close the valve upon movement of said part to said second position thereof;

    powered means for moving said part to open and close the valve; and

    manual override means enabling said member to be pivoted manually to open and close the valve without actuation of said powered means;
