A double layer capacitor comprising a pair of high surface area electrodes each having an electronically conductive surface on one side thereof, said electrodes comprising carbon in particulate, fiber or cloth form, the high surface area electrodes being impregnated with a multiphasic polymeric electrolyte, said multiphasic electrolyte comprising polymer material doped with a soluble salt to confer ionic conductivity and electronically non-conductive means separating said electrodes to prevent short-circuiting therebetween.
