an elongated handle having a handgrip with a cross bar for a user to grasp in one hand; a blade pivotally and freely connected to said handle, said blade having a leading edge for following along a ground surface, said blade operable for pivoting with respect to said handle so that said leading edge remains in contact with the ground surface as the paddling tool is pulled through a paddling stroke to thereby permit the user to move the material in a paddling action along the ground surface.
