A composition of matter comprising bioadhesive microcapsules said microcapsules, being bioadhesive to the oral cavity and having anti-caries activity and consisting essentially of on a solid weight basis 1) about 1% or greater of a mixture of approximately equal amounts of xanthan gum and locust bean gum, 2) at least about 4% of a substantially water-soluble bulking agent selected from the group consisting of gelatin, hydrocolloids, glycerin, methylcellulose, polyvinylpyrrolidone, sodium carboxymethylcellulose, whey solids, and mixtures thereof, and 3) about 4.5% or greater of an active buffering agent selected from the group consisting of potassium phosphate dibasic, calcium carbonate, sodium potassium dibasic, sodium bicarbonate, ammonium bicarbonate, potassium carbonate, magnesium carbonate, calcium phosphate tribasic, sodium sesquicarbonate, ammonium carbonate, tetrasodium pyrophosphate, calcium hydroxide, sodium hydroxide, potassium hydroxide and mixtures thereof.
