1. A toning composition which consists essentially of:
- a glycol ether portion of one or more of the propylene and butylene oxide-based glycol ethers;
propylene glycol; and
an inert carrier, wherein the glycol ether portion and propylene glycol are selected and proportioned so that the glycol ether portion and propylene glycol together define or possess a combined solubility parameter of from about 8 to about 11.
