15. An electrotransport agent delivery system for placement on a body surface comprising:

a backing member; a source of electrical power; first and second current conducting members electrically connected to the source of electrical power; reservoir means containing an agent to be delivered, said reservoir means being electrically connected to one of said first and second current conducting members; means for maintaining said system in current conducting and agent transmitting relationship to said body surface; and a means for controlling agent delivery positioned between said reservoir means and said body surface, whereby said means for controlling agent delivery permits electrically-assisted flux (JEK) of the agent therethrough and impedes passive flux (JP) of the agent therethrough, the means for controlling agent delivery also exhibiting a ratio of JEK ;
