1. A method for planning a plurality of radio cells, each radio cell having a transmitter and antenna arrangement, in a predetermined geographic area, comprising the steps of:

  • estimating a traffic demand for the plurality of radio cells in the predetermined geographic area;

    producing a coverage of the estimated traffic demand by the plurality of radio cells with transmitter and antenna arrangements;

    measuring coverage and interference values for each of the plurality of radio cells, which measurement results are stored in a measurement data base;

    allocating to each of the plurality of radio cells a number of channels which corresponds to the estimated traffic demand, to generate a current allocation scheme;

    calculating an exclusion matrix based on the measurement results, which extrusion matrix represents an interaction between the plurality of radio cells, including interference data between each of the plurality of radio cells; and

    assessing an extent to which the estimated traffic demand can be covered by the current allocation system.
