1. A polymerization process for preparing polymers and oligomers from vinyl monomers of the structure X2 C═
- CYZ, where X is selected from the group consisting of H and F, Y is selected from the group consisting of H, F, and CH3, and Z is selected from the group consisting of H, F, ORf '"'"', Cl CH2 OH, Rf '"'"', R, and CO2 R'"'"', wherein Rf '"'"' is a perfluoroalkyl of 1 to 4 carbon atoms;
R is alkyl of 1 to 4 carbon atoms and R'"'"' is alkyl or polyfluoroalkyl of 1 to 4 carbon atoms;
comprising polymerizing said vinyl monomers in the presence of fluorinated carbon, wherein the fluorinated carbon is selected from the group consisting of a fluorographite, a fluorographite intercalated with SbF5, VF5, or F2, and graphite intercalated with SbF5, VF5, or F2, in the optional presence of a solvent.

This invention relates to carbon based initiators for polymerization and telomerization reactions. Polymers produced are useful as water repellants and materials with high temperature resistance. Telomers are useful as intermediates in the production of chemically inert and temperature resistant materials.
