1. A polymerization process for preparing polymers and oligomers from vinyl monomers of the structure X2 C═

  • CYZ, where X is selected from the group consisting of H and F, Y is selected from the group consisting of H, F, and CH3, and Z is selected from the group consisting of H, F, ORf '"'"', Cl CH2 OH, Rf '"'"', R, and CO2 R'"'"', wherein Rf '"'"' is a perfluoroalkyl of 1 to 4 carbon atoms;

    R is alkyl of 1 to 4 carbon atoms and R'"'"' is alkyl or polyfluoroalkyl of 1 to 4 carbon atoms;

    comprising polymerizing said vinyl monomers in the presence of fluorinated carbon, wherein the fluorinated carbon is selected from the group consisting of a fluorographite, a fluorographite intercalated with SbF5, VF5, or F2, and graphite intercalated with SbF5, VF5, or F2, in the optional presence of a solvent.
