1. A treatment plant for treating a surface water, the water displaying a high variability in quality, for making the surface water potable, said treatment plant comprising:

  • a safety barrier mounted at an exit from the treatment plant and constituted by a physical filter providing, at the exit from said physical filter, a predetermined minimum quality regardless of any quality of the surface water on entry into said physical filter, the safety barrier including at least one nanofiltration membrane; and

    a pre-treatment installation located upstream from said safety barrier and means for adjusting treatment intensity of said pretreatment installation so as to obtain a predetermined optimal quality of water having an organic content within a range of optimal values without totally eliminating the organic content of the water on entry into said safety barrier, as a function of an information element on current quality of water given by measuring means located at an entrance to said safety barrier.
