1. A composition for depositing active substances onto a target surface, the composition comprising(i) from about 0.1% to about 50% of carrier particles:

  • with a zwitterionic surface, the surface having a plurality of outwardly protruding filaments containing positively charged organocarbyl groups selected from the group consisting of primary amine, secondary amine, tertiary amine, quaternary ammonium salts, amidines, pyridinium salts and mixtures thereofand a plurality of outwardly protruding filaments containing negatively charged organocarbyl groups selected from the group consisting of sulfate, sulfonate, carboxylate, phosphate groups, and mixtures thereof, wherein the positively charged groups and the negatively charged groups are located on different filaments;

    (ii) from about 0.01% to about 50% of an active substance within said particle, wherein the active substance is a cosmetic active,(iii) from about 1% to about 99% by weight of the composition of an anionic surfactant.
