13. A composition comprising:

(1) an inclusion complex of nicotine and cyclodextrin, wherein said inclusion complex comprises from about 0.1% w/w to about 10% w/w of said composition; (2) about 0.5% w/w to about 3% w/w of a lubricant; and (3) an excipient selected from the group consisting of lactose, non-complexed cyclodextrin, sorbitol, and mannitol.
