A process for producing microcapsules of a water-soluble drug by in-water drying process, which comprises carrying out the process in the presence of an osmotic pressure adjustor present in the external aqueous phase, wherein the concentration of the osmotic pressure adjustor in the external aqueous phase is about 0.001 to about 60% (w/w), and wherein the osmotic pressure adjustor is selected from the group consisting of water-soluble polyhydric alcohols, water-soluble monohydric alcohols, water-soluble monosaccharides, water-soluble disaccharides, water-soluble oligosaccharides and their derivatives, and water-soluble amino acids and their salts.
