1. A liquid, aqueous cleaning composition in the form of a stable emulsion having a dispersed phase diameter of 10-100 nanometers comprising:

  • a) at least 30 wt. % water;

    b) 1 to 24 wt. % ethoxylated nonionic surfactant selected from the group consisting of condensation products of ethylene oxide with aliphatic alcohols having from 8 to 22 carbon atoms in either straight or branched chain configuration,c) 2.0 to 16 wt. % of a solvent selected from the group consisting of n-butanol, iso-butanol, n-butoxy propanol, di-propylene glycol monobutyl ether and mixtures thereof,d) at least 0.2 but less than 10 wt. % of an oil selected from the group consisting of limonene, para-cymene, di-butyl ether, butyl butyrate, amyl acetate and mixtures thereof, andwherein said composition comprises not more than 10 wt. % anionic surfactant based on the weight of total ethoxylated nonionic surfactant present.
