1. In a communication system that includes a system controller, a plurality of base sites, and a communication device, the plurality of base sites serving respective service coverage areas, the service coverage areas being grouped into a plurality of location areas, a method for the system controller to provide packet data communications to the communication device, the method comprising the steps of:

  • a) receiving a registration message from the communication device via a first base site of the plurality of base sites;

    b) affiliating the communication device with the first base site and a first location area of the plurality of location areas that includes a service coverage area of the first base site;

    c) receiving a packet data communication intended for the communication device to produce a received communication;

    d) determining whether the received communication was received within a first predetermined period of time after a previous packet data communication involving the communication device; and

    e) when the received communication was received within the first predetermined period of time, transmitting at least a first portion of the received communication to the communication device via the first base site.
