saturating carbon black with sulphuric acid; mixing hydrous ruthenium oxide powder and the saturated carbon black; placing the mixture of hydrous ruthenium oxide powder and the saturated carbon black in a vacuum; forming the mixture of hydrous ruthenium oxide powder and the saturated carbon black to derive a desired electrode configuration; and applying pressure uniformly about the electrode configuration.
