1. An encoding apparatus comprising:

  • a) input means for inputting a color image signal to be encoded, the color image signal being constructed by a luminance signal and a chrominance signal;

    b) predicting means for generating a prediction value, said predicting means having a plurality of kinds of evaluation methods each for calculating the prediction value and said predicting means selectively setting any one of said plurality of kinds of evaluation methods to calculate the prediction value, wherein said predicting means detects power of the chrominance signal and sets the evaluation method according to a result of the detection;

    c) subtracting means for subtracting the prediction value from the color image signal to be encoded;

    d) quantizing means for quantizing a difference signal which is generated by said subtracting means; and

    e) encoding means for encoding the difference signal quantized by said quantizing means.
