An electrochemical device having a metallic anode and a cathode, with a composite, layered, solid or semi-solid state polymeric electrolyte in contact therewith, which electrolyte comprisesa first ion conductive polymeric layer in contact with said anode, which layer is substantially non-reactive with alkali or alkaline earth metals, anda second layer in contact with said first layer and said cathode, which is an ion conductive polymer layer, which contains at least one aprotic liquid, and at least one alkali metal salt, which soaks into and activates the first layer and does not destroy the first layer.
