1. A cell cluster for use with a frequency re-use pattern, wherein the cell cluster comprises:

  • eight cells arranged in first and second adjacent columns, wherein the first column includes four adjacent cells and the second column includes four adjacent cells; and

    eight frequency groups assigned to the eight cells such that there are no adjacent channels between any of the adjacent cells once each of the frequency groups are assigned to a cell, said eight frequency groups comprising all available frequency channels.
