1. A method for indicating a possibility of a level of service falling below a minimum level in an integrated packet-switched based and circuit-switched based network, comprising the steps of:
- a) monitoring a hybrid network;
b) determining a minimum level of service based on a service level agreement;
c) sensing a current level of service;
d) comparing the current level of service with a threshold level of service set above the minimum level of service;
f) generating an alarm if the current level of service falls below the threshold level of service, wherein the alarm includes an indication that the network data captured during a period of time that the current level of service is below the threshold level of service;
g) prioritizing the alarm with respect to at least one other network alarm based on a number of times the current level of service falls below the threshold level of service; and
h) sending the alarm with the highest priority to a user.

Abstract
According to a broad aspect of a preferred embodiment of the invention, telephone calls, data and other multimedia information is routed through a hybrid network which includes transfer of information across the internet utilizing telephony routing information and internet protocol address information. The hybrid network includes a Proactive Threshold Manager which forewarns service providers of an impending breach of contract. The Proactive Threshold Manager sends an alarm to the service provider when the current level of service will miss a service level agreement to maintain a certain level of service.
