1. An electrotransport device for delivering a therapeutic agent through a body surface comprising:

  • a controller,a power source,a counter electrode assembly, andat least one donor electrode assembly including an electrode, a donor reservoir containing the agent, and a membrane assembly located on the body surface distal side of the donor electrode assembly, said membrane assembly comprising;

    a first membrane having a first average pore size, porosity, pore size distribution, and spatial pore distribution affixed toa second membrane having a second average pore size, porosity, pore size distribution, and spatial pore distribution,wherein the first porosity is less than the second porosity.
