1. An electronic check system for issuing an electronic check of the form of electronic data, comprising:
- an IC card having an IC chip in which are stored a set money amount and an usable money amount which must be lower than or equal to said set money amount, said usable money amount or defining an upper limit for a face value of a single electronic check which can be issued;
a card issue device for writing an initial value of said usable money amount in said IC chip of said IC card; and
a payment processing device for inputting a payment amount thereinto and for, only if said payment amount input does not exceed said usable money amount stored in said IC card, accepting the issue of an electronic check having the face value of said payment amount from said IC card and for updating said usable money amount stored in said IC card by subtracting from said usable money amount said face value of said electronic check which has been issued;
wherein said IC chip of said IC card imposes a rewrite restriction with respect to said set money amount stored in said IC chip, and maintains said rewrite restriction unless a rewrite authority key which only a payer knows is used.

Abstract
The object of the present invention is to propose an account bankbook, a money transfer card, a receipt file, and a checkbook utilizing an optical card, an IC card, or a hybrid optical/IC card. On the surface of a resin card base board 1 are formed an IC chip 11, an optical recording sheet 13, a magnetic stripe 14, and an embossment 12. In a semiconductor memory within the IC chip 11 are written validation keys, search keys, payee information, the upper limit amount of a check, and a program for processing transaction data. Access restrictions corresponding to various applications are imposed upon these data. The history of various cash transactions is recorded in the optical recording sheet 13. These records are of write-once type and rewriting or deletion thereof is impossible.

1. An electronic check system for issuing an electronic check of the form of electronic data, comprising:

an IC card having an IC chip in which are stored a set money amount and an usable money amount which must be lower than or equal to said set money amount, said usable money amount or defining an upper limit for a face value of a single electronic check which can be issued;
a card issue device for writing an initial value of said usable money amount in said IC chip of said IC card; and
a payment processing device for inputting a payment amount thereinto and for, only if said payment amount input does not exceed said usable money amount stored in said IC card, accepting the issue of an electronic check having the face value of said payment amount from said IC card and for updating said usable money amount stored in said IC card by subtracting from said usable money amount said face value of said electronic check which has been issued;

wherein said IC card further having an auxiliary recording medium for unerasably storing an issue history including at least said face value of said electronic check which has been issued; - and
wherein said payment processing device, when accepting the issue of said electronic check, writes said issue history of said electronic check which has been issued into said auxiliary recording medium.

4. An IC card for functioning as a book of electronic checks in the form of electronic data, comprising:

an IC chip for storing a set money amount and an usable money amount which must be lower than or equal to said set money amount stored in said IC chip, said usable money amount for defining an upper limit for a face value of a single electronic check which can be issued;
wherein said IC chip imposes a rewrite restriction with respect to said set money amount stored in said IC chip, and maintain said rewrite restriction unless a rewrite authority key which only a payer knows is used; and
said IC chip has a processor for comparing a payment amount with said usable money amount stored in said IC chip, for issuing an electronic check having the face value of said payment amount only if said payment amount does not exceed said usable money amount stored in said IC chip, and for updating said usable money amount stored in said IC chip by subtracting from said usable money amount said face value of said electronic check which has been issued.

5. A method for issuing an electronic check of the form of electronic data, comprising the steps of:

preparing an IC card that functions as a book of electronic checks, having an IC chip in which are stored a set money amount on which a rewrite restriction is imposed by said IC chip and an usable money amount for defining the upper limit for a face value of a single electronic check which can be issued;
comparing a payment money amount with said usable money amount stored in said IC chip;
issuing an electronic check having the face value of said payment money amount, only is said payment money amount does not exceed said usable money amount stored in said IC chip; and
updating said usable money amount stored in said IC chip by subtracting from said usable money amount said face value of said electronic check which has been issued.
