An organic electroluminescent device comprising a hole injecting electrode, an electron injecting electrode, at least one organic layer between the electrodes, and an inorganic insulating hole injecting layer between said hole injecting electrode and said at least one organic layer,said inorganic insulating hole injecting layer consisting essentially of silicon oxide or germanium oxide or a mixture of silicon oxide and germanium oxide and having an average composition represented by the formula:

  • (Si1-xGex)Oy wherein x is from 0 to 1 and y is from 1.7 to 1.99, as analyzed by Rutherford back-scattering.
