1. A method of effecting a surgical procedure on anatomical tissue, said method comprising the steps of:

  • providing an endoscopic device having a barrel with a distal end and a proximal end and a longitudinal axis, a handle coupled to the proximal end of the barrel, a driver having a distal end and extending through at least a portion of the barrel along a second axis radially offset from and substantially parallel to the longitudinal axis of the barrel, an end effector connected to the distal end of the driver, the end effector including two relatively movable members operable by said handle and disposed along a third axis radially offset from the second axis;

    introducing the endoscopic device into an area proximate the anatomical tissue;

    rotating the driver relative to the barrel about the second axis to move the movable members of the end effector between a first position in which the movable members are contained within a diametrical dimension of said barrel, and a second position in which at least a portion of the movable members of the end effector extend beyond the diametrical dimension of said barrel; and

    operating the handle to move the members of the end effector relative to one another to perform at least part of the surgical procedure.
