- forming an electrode on an insulating substrate surface, then applying electricity to the insulating substrate while being soaked in a mixed solution comprising a supporting electrolyte and an urea compound to cover at least a part of the electrode with an electrode protection layer comprising the urea compound, and applying an enzyme to the electrode.
