1. A formulation for use in the neutralization of at least one toxant, comprising:
- at least two solubilizing compounds, wherein at least one solubilizing compound is a cationic surfactant, said cationic surfactant being a quaternary ammonium salt, and at least one solubilizing compound is a cationic hydrotrope, at least one reactive compound, said reactive compound selected from the group consisting of nucleophilic and oxidizing compounds and water to produce an aqueous formulation, said quaternary ammonium salt having a concentration between approximately 0.1 to approximately 10 weight percent of the aqueous formulation, wherein said at least two solubilizing compounds and at least one reactive compound, when mixed with said water and exposed to at least one toxant, neutralizes said at least one toxant.

Abstract
A formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents. The formulation of the present invention non-toxic and non-corrosive and can be delivered by a variety of means and in different phases. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The at least one reactive compound can be an oxidizing compound, a nucleophilic compound or a mixture of both. The formulation can kill up to 99.99999% of bacterial spores within one hour of exposure.

18. A formulation for use in neutralization of chemical toxants, comprising:

at least two solubilizing compounds, wherein at least one solubilizing compound is a quaternary ammonium salt and at least one solubilizing compound is a cationic hydrotrope;
a water-soluble polymer;
at least one reactive compound said reactive compound selected from the group consisting of nucleophilic and oxidizing compounds, and;
water in a fluidic phase wherein said at least two solubilizing compounds and at least one reactive compounds, when mixed with said water in a fluidic phase yields a formulation that neutralizes chemical toxants. - View Dependent Claims (19, 20)

21. A formulation for use in neutralization of biological toxants, comprising:

at least one solubilizing compound, selected from the group consisting of a quaternary ammonium salt, a cationic hydrotrope, and a fatty alcohol comprising 8-20 carbon atoms;
at least one reactive compound, wherein said at least one reactive compound is an oxidizer selected from the group consisting of hydrogen peroxide, urea hydrogen peroxide, and hydroperoxycarbonate;
a peroxide activator which reacts with said at least one reactive compound to form hydroxymonocarbonate; and
water, thereby forming a formulation at a pH value of approximately 5 to approximately 12. - View Dependent Claims (22)

An aqueous formulation for neutralization of at least one toxant, comprising about 4 weight percent of a first quaternary ammonium salt, about 2 weight percent of a first mixture of alcohols, about 0.2 weight percent of a water soluble polymer, about 3 weight percent of a second quaternary ammonium salt, about 1.5 weight percent of a second mixture of alcohols, and about 4 weight percent of oxidizer.
