1. A method employed by a base station for controlling transmission power during the establishment of communications between a base station and another communicating unit, comprising:

  • detecting a periodic signal having an initial predetermined power level, which is repeatedly sent to the base station at increasing power levels;

    transmitting a power control signal when a periodic signal having sufficient power for detection is received;

    receiving an access signal having a power level controlled by said power control signal; and

    wherein said periodic signal comprises a short code and said access signal comprises an access code which is an integer multiple of the short code.
