a) grouping a plurality of private telephone lines according to their location to form a set;
b) assigning a public telephone line to any 911 call from the plurality of private telephone lines;
c) informing a location database of a location information associated with the public telephone line;
d) when a 911 call is received at the private branch exchange, determining the public telephone line assigned to a private line initiating the 911 call;
e) routing the 911 call to a service switching point;
f) forwarding the 911 call to a switch at a public safety answering point;
g) triggering on the 911 call and forming a location query at the switch;
h) sending the location query to the location database; and
i) forwarding the location information to one a plurality of operators at the public safety answering point.
