1. A method for billing a subscriber for a local toll-free communication comprising:
- receiving information related to an originating number;
transmitting the originating number information to a local intelligent network element;
receiving information related to a terminating number;
transmitting the terminating number information to the local intelligent network element;
having the local intelligent network element compare the geographical location of the originating number information to the geographical location of the terminating number information, if the comparison is within the same LATA, routing the originating number to at least one participating local switch serving the terminating number;
completing the local toll-free communication to the terminating number;
transmitting a call record to a billing database; and
billing the local toll-free communication.

Abstract
The present invention routes local toll-free calls dialed to a toll-free number via local switches and network onto interconnecting local providers with local access settlement rates, thereby allowing a local rather than toll cost structure. The invention operates with existing a subscriber'"'"'s existing toll-free service provider. When an originating number is identified as an LCA or intraLATA call, the invention routes the local toll-free call from the SCP network to participating local switches that service the subscriber'"'"'s terminating number. The originating calls are separated between the LCA and the rest of the LATA based upon the NPA-NXXs that are considered local to the subscriber'"'"'s terminating number. The system also provides for routing local toll free calls and for reporting each local toll free call to the subscriber.

11. A system for routing a telephone call from an originating party who dials a local toll-free call comprising:

having the local intelligent network element compare the geographical location of the originating number information to the geographical location of the terminating number information, if the comparison is within the same LATA and if there is at least one participating local switch, routing the originating number to the at least one participating local switch serving the terminating number;
completing the local toll-free communication to the terminating number;
transmitting a call record to a billing database; and

16. A method for discriminating among toll-free calls to identify those communications that are originated and terminated within the area in order to bill the communication at a selected rate, the method comprising:

receiving an identifier associated with an origination point in which the communication originates;
determining a destination point associated with the destination to which the communication is directed;
analyzing the origination point and the destination point to determine whether the communication may be entirely routed via one or more local telecommunication network elements associated with a local telecommunications service provider; and
billing the communication routed by the local telecommunications service provider at the selected rate.
