Abstract

An intelligent electronic device for measuring various power parameters from a electrical power distribution system is disclosed. The device is capable of measuring and reporting the reliability of the electrical power distribution system as the number of consecutive 9'"'"'s digits appearing in the computed percentage of system downtime versus system uptime. Depending on the level of reliability required, the computation of the percentage may be altered to increase or decrease resolution.

Claims

1. An intelligent electronic device (“

IED”

) comprising;

a first interface operative to couple said IED with an electrical power distribution network;

a measurement component coupled with said first interface and operative to measure one or more parameters of said electrical power distribution network;

a reliability processor coupled with said measurement component and operative to receive said one or more parameters and compute a reliability of said electrical power distribution network as a percentage; and

a reporting module coupled with said reliability processor and operative to receive said percentage and report said reliability as the number of continuous digits which are equal to the number 9 constituting the numeric percentage, starting from the most significant digit.

2. The intelligent electronic device of claim 1, wherein said intelligent electronic device comprises a revenue meter.

3. The intelligent electronic device of claim 1, wherein said reporting module is further operative to report said percentage.

4. The intelligent electronic device of claim 1, wherein said reliability is computed as a function of an elapse of time.

5. The intelligent electronic device of claim 4, wherein said elapse of time is measured in milliseconds.

6. The intelligent electronic device of claim 4, wherein said elapse of time is measured in seconds.

7. The intelligent electronic device of claim 4, wherein said elapse of time is measured in minutes.

8. The intelligent electronic device of claim 4, wherein said elapse of time is measured as at least ½

cycle of power on said electrical power distribution network.

9. The intelligent electronic device of claim 4, wherein said elapse of time is computed from power on of said IED.

10. The intelligent electronic device of claim 4, wherein said elapse of time is computed so as to factor in IED downtime.

11. The intelligent electronic device of claim 4, wherein said elapse of time is computed from power on of said electrical power distribution network.

12. The intelligent electronic device of claim 4, wherein said elapse of time comprises a sliding window of time.

13. The intelligent electronic device of claim 12, wherein said sliding window of time comprises 1 day.

14. The intelligent electronic device of claim 12, wherein said sliding window of time comprises 1 week.

15. The intelligent electronic device of claim 12, wherein said sliding window of time comprises 1 month.

16. The intelligent electronic device of claim 12, wherein said sliding window of time comprises 1 quarter.

17. The intelligent electronic device of claim 12, wherein said sliding window of time comprises 1 year.

18. The intelligent electronic device of claim 1, further comprising a second interface operative to coupled said IED with a communications network, said reporting module coupled with said second interface and further operative to report said reliability over said communications network.

19. The intelligent electronic device of claim 1, wherein said one or more parameters comprise one or more disturbances in said electrical power distribution network.

20. The intelligent electronic device of claim 19, wherein said measurement component is further operative to measure a magnitude of said one or more disturbances.

21. The intelligent electronic device of claim 19, wherein said measurement component is further operative to measure a duration of said one or more disturbances.

22. The intelligent electronic device of claim 19, wherein said one or more disturbances constitute measured voltage deviations from a pre-defined voltage reference.

23. The intelligent electronic device of claim 22, wherein said pre-defined voltage reference comprises a fixed voltage value.

24. The intelligent electronic device of claim 22, wherein said pre-defined voltage reference comprises a voltage curve.

25. The intelligent electronic device of claim 24, wherein said voltage curve comprises the CBEMA curve.

26. The intelligent electronic device of claim 24, wherein said voltage curve comprises the SEMI F47 curve.

27. The intelligent electronic device of claim 1, further comprising a memory coupled with said measurement component, said reliability processor and said reporting module and operative to store said one or more parameters, said reliability processor and said reporting module further operative to compute and report historical reliability of said electrical power distribution network as a function of said stored said one or more parameters.

The intelligent electronic device of claim 1, wherein said reliability processor is operative to compute a first reliability for a first time period and a second reliability for a second time period, said reporting module further operative to report deviations of said second reliability from said first reliability.

29. The intelligent electronic device of claim 28, wherein said deviations are reported as pass or fail.

30. The intelligent electronic device of claim 1, wherein said reliability processor is operative to receive a reliability benchmark and compute a first reliability for a first time period, said reporting module further operative to report deviations of said first reliability from said reliability benchmark.

31. The intelligent electronic device of claim 30, wherein said deviations are reported as pass or fail.

32. The intelligent electronic device of claim 1, wherein said reliability processor is further operative to compute said reliability for a period time, said period of time including a portion of time when said IED is without power.

66. The intelligent electronic device of claim 1, wherein said IED comprises a relay.

67. The intelligent electronic device of claim 1, wherein said IED comprises a fault recorder.

68. The intelligent electronic device of claim 1, wherein said IED comprises a Remote Terminal Unit (“

RTU”

).

69. The intelligent electronic device of claim 1, wherein said IED comprises a Programmable Logic Controller (“

PLC”

).

70. The intelligent electronic device of claim 1, further wherein said reliability processor is coupled with a backup battery.

71. The intelligent electronic device of claim 1, wherein said one or more parameters comprises at least one of system uptime, system downtime, disturbance time, and offline time.

72. The intelligent electronic device of claim 30, further comprising a second interface operative to couple said intelligent electronic device with a communication network, said reporting module coupled with said second interface and further operative to report said deviations over said communications network.

73. The intelligent electronic device of claim 31, further comprising a second interface operative to couple said intelligent electronic device with a communication network, said reporting module coupled with said second interface and further operative to report said pass or fail over said communications network.

33. In an intelligent electronic device (“

IED”

) coupled with an electrical power distribution network, a method of reporting the reliability of said electrical power distribution network, the method comprising;

(a) measuring one or more parameters of said electrical power distribution network;

(b) computing a reliability of said electrical power distribution network as a percentage;

(c) counting the continuous number of digits equal to the number 9, starting with the most significant digit, in the numeric percentage; and

(d) reporting said number of 9'"'"'s.

34. The method of claim 33, wherein said IED comprises a revenue meter.

35. The method of claim 33, wherein said reporting further comprises reporting said percentage.

36. The method of claim 33, wherein said computing further comprises computing said reliability as a function of an elapse of time.

37. The method of claim 36, wherein said elapse of time is measured in milliseconds.

38. The method of claim 36, wherein said elapse of time is measured in seconds.

39. The method of claim 36, wherein said elapse of time is measured in minutes.

40. The method of claim 36, wherein said elapse of time is measured as at least ½

cycle of power on said electrical power distribution network.

41. The method of claim 36, wherein said elapse of time is computed from power on of said IED.

42. The method of claim 36, wherein said elapse of time is computed so as to factor in IED downtime.

43. The method of claim 36, wherein said elapse of time is computed from power on of said electrical power distribution network.

44. The method of claim 36, wherein said elapse of time comprises a sliding window of time.

45. The method of claim 44, wherein said sliding window of time comprises 1 day.

46. The method of claim 44, wherein said sliding window of time comprises 1 week.

47. The method of claim 44, wherein said sliding window of time comprises 1 month.

48. The method of claim 44, wherein said sliding window of time comprises 1 quarter.

49. The method of claim 44, wherein said sliding window of time comprises 1 year.

50. The method of claim 33, wherein (d) further comprises reporting said number of 9'"'"'s over a communications network coupled with said IED.

51. The method of claim 33, wherein said one or more parameters comprise one or more disturbances in said electrical power distribution network.

52. The method of claim 51, wherein (a) further comprises measuring a magnitude of said one or more disturbances.

53. The method of claim 51, wherein (a) further comprises measuring a duration of said one or more disturbances.

54. The method of claim 51, wherein said one or more disturbances constitute measured voltage deviations from a pre-defined voltage reference.

55. The method of claim 54, wherein said pre-defined voltage reference comprises a fixed voltage value.

56. The method of claim 54, wherein said pre-defined voltage reference comprises a voltage curve.

57. The method of claim 56, wherein said voltage curve comprises the CBEMA curve.

58. The method of claim 56, wherein said voltage curve comprises the SEMI F47 curve.

59. The method of claim 33, further comprising:

(e) logging said one or more parameters to a memory; and

wherein said reliability comprises a historical reliability of said electrical power distribution network computed as a function of said logged one or more parameters.

60. The method of claim 33, wherein (b) further comprises computing a first reliability for a first time period and a second reliability for a second time period, (d) further comprising reporting deviations of said second reliability from said first reliability.

61. The method of claim 60, wherein said deviations are reported as pass or fail.

62. The method of claim 33, further comprising

(e) receiving a reliability benchmark;

wherein (b) further comprises computing a first reliability for a first time period and (d) further comprises reporting deviations of said first reliability from said reliability benchmark.

63. The method of claim 62, wherein said deviations are reported as pass or fail.

64. The method of claim 33, wherein (b) further comprises computing said reliability for a period time, said period of time including a portion of time when said IED is without power.

74. The method of claim 33, wherein said IED comprises a relay.

75. The method of claim 33, wherein said IED comprises a fault recorder.

76. The method of claim 33, wherein said IED comprises a Remote Terminal Unit (“

RTU”

).

77. The method of claim 33, wherein said IED comprises a Programmable Logic Controller (“

PLC”

).

78. The method of claim 33, further wherein said IED is coupled with a backup battery.

79. The method of claim 33, wherein said one or more parameters comprises at least one of system uptime, system downtime, disturbance time, and offline time.

65. An electrical watt-hour meter comprising:

a first interface operative to couple said meter with an electrical power distribution network;

a measurement component coupled with said first interface and operative to measure one or more parameters of said electrical power distribution network;

a reliability processor coupled with said measurement component and operative to receive said one or more parameters and compute a reliability of said electrical power distribution network as a percentage; and

a reporting module coupled with said reliability processor and a display and operative to receive said percentage and report said reliability as a percentage on said display.

80. The electric watt-hour meter of claim 65, further wherein said reliability processor is coupled with a backup battery.

81. The electric watt-hour meter of claim 65, wherein said one or more parameters comprises at least one of system uptime, system downtime, disturbance time, and offline time.
