1. An electricity meter comprising:
- an input for receiving operating power from an external power source;
a metering circuit for measuring delivery of electrical energy; and
a communications device coupled with said input and operative to receive said operating power;
said communications device including a power supply, said power supply including;
at least one capacitor operative to store energy from said input when said operating power is received and supply said stored energy to said communications device when said operating power is not received;
logic coupled with said at least one capacitor and operative to monitor said power supply and signal said communications device when said stored energy runs low.

Abstract
Power quality detection, monitoring, reporting, recording and communication in a revenue accuracy electrical power meter is disclosed. All recorded and computed data is moved to non-volatile storage via direct memory access transfer in the event that a power quality event jeopardizes the operating power of the meter. The meter provides a power supply utilizing high and low capacitive storage banks to supply sufficient energy to survive short duration power quality events which jeopardize the meter'"'"'s operating power. The power supply also enables the meter to initiate and complete a shut-down routine allowing the storage of he recorded and computed data. Further, a separate power supply utilizing a capacitive storage bank is utilized to operate a communications device when the operating power is lost. The communications device switches from the meter power supply to the alternate capacitive storage bank when an power outage occurs and then initiates a connection with an external network to report the loss of operating power and send the appropriate power management data.

a seal connected between said revenue meter and said detachable meter mounting device, said seal operative to prevent removal of said revenue meter and indicate tampering with said revenue meter;
a metering circuit for measuring said delivery of electrical energy;
a communications device for reporting data from said revenue meter; and
a power supply coupled with said electric circuit and said metering circuit and operative to store energy from said electric circuit and provide said energy to said communications device when a power quality event occurs on said electric circuit to operate said communications device during said power quality event, said power supply including;
a high voltage portion coupled with said electric circuit;
a low voltage portion coupled with said high voltage portion and said metering circuit; and
