1. A heatable laminate comprising:

  • a first substrate having a major surface and a periphery;

    an electrically conductive member on a portion of the major surface of the first substrate;

    a pair of spaced bus bars each bus bar having a major surface defined as a first surface and an opposite surface defined as a second surface, the first surface of each bus bar in electrical contact with the electrically conductive member;

    a second substrate having a major surface, with the major surface of the second substrate over and facing the electrically conductive member and the second surface of the pair of bus bars;

    a plastic sheet having opposed major surfaces between the major surface of the second substrate and the second surface of the pair of bus bars, one of the major surfaces of the plastic sheet defined as the first surface adhered to a portion of the conductive member and the second surface of the pair of bus bars and the other major surface of the plastic sheet defined as the second surface of the sheet adhered to surface portions of the major surface of the second substrate;

    a pair of electrically conductive leads, one of the leads connected to one of the pair of bus bars and the other lead connected to the other one of the bus bars and each lead having an end extending beyond the periphery of the first substrate to provide external electrical access to the bus bars;

    an electrically non-conductive sleeve over a portion of each of the leads, an end portion of the sleeve between the substrates and the other end portion extending beyond periphery of the first and second substrate and terminating short of end of the lead outside the substrates;

    a first air barrier between inner surface of the sleeve and the surface portion of the lead within the sleeve, and a second air barrier between selected outer surface portions of the sleeve and adjacent marginal edge portions of the first substrate.
