1. A method for transmitting data to a mobile station, comprising:

  • determining a minimum bit rate requirement to transmit the data to the mobile station;

    determining a number of radio blocks per time period that are required to satisfy the determined minimum bit rate requirement, where each radio block comprises a plurality of time slots; and

    allocating at least the determined number of radio blocks required to satisfy the determined minimum bit rate requirement in accordance with a multislot transmission technique such that radio blocks allocated to the mobile station during an active transmission period each contain a plurality of time slots that are allocated to the mobile station, and such that the mobile station is provided with at least one idle radio block between two active transmission periods.
