1. A method of authorizing an Internet Protocol (IP) enabled mobile host to access the Internet via a visited access network, the method comprising:

  • negotiating an IP address between the mobile host and the visited access network, wherein the mobile host has no direct or indirect billing relationship with the visited access network and the mobile host generates an IP address, which is not associated with any other mobile host connected to the visited access network”

    ;

    sending one of electronic cash and authentication message to a control point within the visited access network;

    determining, at the control point whether the electronic cash is authentic and if the electronic cash is authentic, sending an authorization message from the control point to an IP node within the visited access network, wherein the IP node allows passage of IP packets between the mobile host and the Internet; and

    if the electronic cash is not authentic, the IP node blocks passage of the IP packets between the mobile host and the Internet.
