1. An implantable drug delivery system comprising:

  • a porous linked fibrous substantially non-biodegradable biomaterial, the biomaterial having a plurality of voids of at least one predetermined size range; and

    at least one drug dispersed within the voids of the biomaterial;

    wherein at least a selected portion of the voids have a predetermined size range effective to stimulate angiogenesis when the system is implanted in bone or vascular tissue, and the biomaterial consists of nonwoven, randomly-oriented fibers linked together at a variety of cross-points.
