1. A method of culling a plurality of locating airborne positioning devices into a sub-plurality for communication by a plurality of wireless devices, comprising:

  • defining a first inverted conical shape corresponding to a first point, said first inverted conical shape having a first average base angle; and

    defining a second inverted conical shape corresponding to a second point, said second inverted conical shape having a second average base angle;

    wherein if said second point is farther from an equator of Earth than said first point, then said second inverted conical shape is made to have an average base angle larger than an average base angle of said first inverted conical shape; and

    if said first point is farther from said equator of Earth than said second point, then said first inverted conical shape is made to have an average base angle larger than an average base angle of said second inverted conical shape.
