1. A method for making surface-modified nanoparticles which comprises the step of reacting nanoparticles having a surface area (SA) greater than or equal to 20 m2/g and having a surface shell comprising at least 5% by weight of aluminum oxyhydroxide, iron oxyhydroxide, scandium oxyhydroxide, a solid solution of aluminum oxyhydroxide and iron oxyhydroxide, or mixtures thereof with one or more organic acids wherein the amount of the one or more organic acids reacted with the nanoparticles is controlled such that the molar ratio of aluminum, scandium, and iron (total metal) to total acid groups in the reaction mixture is X:
