1. An electrosurgical device, comprising:
- a) a hollow shaft made of an electrically conductive material having an annular wall having a longitudinal bore therein, a proximal portion and a distal portion, and a first window extending transversely through the annular wall and defining an inside rim, andb) a first electrode disposed within the window and being in electrical connection with a power supply, andc) an electrically insulating material disposed between and contacting the entire inside rim of the first window and the first electrode to electrically isolate the first electrode from the inside rim of the window.
