1. A method of treating a skin condition in skin, said method comprising applying to said skin a device having a barrier membrane contacting surface that administers an oxidizing agent to said skin, wherein said device comprises:

  • a power source;

    a first conductive electrode, wherein said first conductive electrode is an inert anode;

    a second conductive electrode, wherein said second conductive electrode is a cathode; and

    a carrier comprising water;

    wherein said power source is in electric communication with said first conductive electrode and said second conductive electrode, wherein said first conductive electrode is in ionic communication with said carrier, wherein said oxidizing agent is generated by electric current passing from the first conductive electrode through said carrier, wherein said carrier is in communication with said barrier membrane contacting surface, and wherein said second conductive electrode is in ionic communication with said carrier and wherein said device is adapted to be affixed to said skin and to deliver electric current from said first conductive electrode, through said carrier, through said skin, and through said carrier to said second conductive electrode.
