1. A device having a barrier membrane contacting surface, said device comprising:

  • a power source;

    a first conductive electrode that is an anode;

    a second conductive electrode that is a cathode;

    a first light emitting diode; and

    a carrier comprising an active agent, wherein the first light emitting diode is at least partially positioned within the carrier;

    wherein said power source is in electric communication with said first conductive electrode, said second conductive electrode, and said light emitting diode, wherein said device is arranged such that light from said first light emitting diode and said carrier are in communication with said barrier membrane contacting surface, wherein said device is adapted to be affixed to a barrier membrane and to deliver electric current from said first conductive electrode, through said carrier, through said barrier membrane, and through said carrier to said second conductive electrode, and wherein said first conductive electrode and said second conductive electrode are in ionic communication with said carrier.
