- allocating an IP address to an International Mobile Station Identity (IMSI) in response to a mobile station performing mobile IP re-registration when it moves from a coverage area of a first Radio Access Network (RAN) into a coverage area of a second RAN;
purging a foreign agent of table entries associating the IP address to other IMSI values; and
routing data nackets between an IP network and the second RAN.
