1. A system for design of a wireless network providing communication and location services for mobile units within a service area of the network, comprising:
- an optimizer for generating a solution point representing a set of parameters defining a network design, the solution point including values defining selected parameters for antennas for each of a plurality of base stations comprising the wireless network, the optimizer being operative to generate parameters defining a network providing an acceptable probability that pilot signals from a sufficient number of base stations will be detectable at each of a plurality of selected points within the service area of the network, so as to allow identification of a geographic location of a mobile unit at each such point.

Abstract
Techniques and systems for designing a network providing communication and location identification services are described. A solution point comprising parameters for each of a plurality of base stations is generated. A coverage and locatability performance value for the solution point is computed, as well as derivatives of the performance value. The coverage and locatability performance value and its derivatives are used to indicate favorable directions for searching for subsequent solution points, and subsequent solution points are generated and compared against previous solution points until an optimum solution point is found. The coverage and locatability performance value is a weighted sum of coverage and locatability values for each point in the service area of the network, with coverage values representing forward and reverse link quality and locatability values representing the probability that a point will experience an acceptable power level from at least four base stations.

receiving terrain and traffic information for a network by an optimizer executed by a processor; generating a candidate solution point, the candidate solution point representing a set of values defining a network design for the network, the candidate solution point comprising values defining a network providing a service area comprising a communication coverage area and a location coverage area for each of a plurality of base stations comprising the network and defining selected parameters for antennas for each base station, by the optimizer; and evaluating the solution point so as to determine if a network defined by the solution point provides an acceptable probability that a pilot signal from an acceptable number of base stations will be detectable by a mobile unit at each of a plurality of selected geographic points within the service area of the network so as to allow for the geographic location of the mobile unit to be identified, by the optimizer. - View Dependent Claims (9, 10, 11)

12. A memory storing software executed by a processor for design of wireless networks providing communication and locatability systems, comprising:

an optimizer module comprising a set of instructions for generating candidate solution points, each candidate solution point comprising a set of values defining a network design, the optimizer comprising instructions for searching for candidate solution points providing optimal communication coverage and location identification performance for the network, solution points comprising values for selected parameters for base station antennas used by base stations employed by the network; and a coverage and locatability module comprising a set of instructions for evaluating coverage and location performance for each of a series of candidate solution points selected by the optimizer, the coverage and locatability engine including instructions for evaluating locatability performance for each of the solution points so as to determine if the solution point provides an acceptable probability that pilot signals from an acceptable number of base stations will be detectable at each of a plurality of selected geographic locations in a service area provided by the network, so as to allow for identification of a geographic location of a mobile unit at the selected geographic location, and providing the performance value to the optimizer for use in evaluating the quality of the solution point. - View Dependent Claims (13, 14)
