1. A system for design of a wireless network providing communication and location services for mobile units within a service area of the network, comprising:

  • an optimizer for generating a solution point representing a set of parameters defining a network design, the solution point including values defining selected parameters for antennas for each of a plurality of base stations comprising the wireless network, the optimizer being operative to generate parameters defining a network providing an acceptable probability that pilot signals from a sufficient number of base stations will be detectable at each of a plurality of selected points within the service area of the network, so as to allow identification of a geographic location of a mobile unit at each such point.
