1. A method for managing communications in a wireless network, the method comprising:
- calculating an aggregate energy-to-interference ratio by aggregating reverse link energy per chip measurements for each mobile station served by a base station;
comparing the aggregate energy-to-interference ratio to at least one set point;
based, at least in part, on the comparison, selecting a data rate for signals transmitted from the base station to at least one mobile station; and
causing the signals from the base station to the at least one mobile station to be transmitted at the data rate.
