1. A method for controlling transmission energy of eighth rate frames, comprising:

  • gating off the transmission energy of a traffic channel and a pilot channel during half of each frame period; and

    scaling the transmission energy of the traffic channel and the pilot channel by a predetermined value during the remaining half of each frame period,wherein the transmission energy of the eighth rate frame is gated off either;

    at alternating 1.25 millisecond intervals such that odd power control groups are gated off while even power control groups are transmitted at an average energy of 0.385 of the energy of a full rate frame;

    orat alternating 1.25 millisecond intervals such that even power control groups are gated off while odd power control groups are transmitted at an average energy of 0.385 of the energy of a full rate frame;

    orat alternating 2.5 millisecond intervals such that two consecutive power control groups are gated off while the following two consecutive power control groups are transmitted at an average energy of 0.32 of the energy of a full rate frame;

    orat alternating 5 millisecond intervals such that four consecutive power control groups are gated off while the following four consecutive power control groups are transmitted at an average energy of 0.32 of the energy of a full rate frame;

    orat alternating 10 millisecond intervals such that eight consecutive power control groups are gated off while the following eight consecutive power control groups are transmitted at an average energy of 0.335 of the energy of a full rate frame.
