1. A handheld electronic device comprising:

  • a user interface;

    a phone application for making outgoing and receiving incoming phone calls using the user interface;

    at least one additional application implemented through the user interface;

    a lockout enableable to be activated and deactivated and, when activated, structured to restrict use of the phone application and not allow use of all of the additional applications where the restricted use comprises allowing the receipt of incoming phone calls, and wherein the lockout is structured to be deactivated by receipt of a security code at the user interface; and

    an override enableable to be selected and deselected, and, when selected while the lockout is activated, structured to allow the making of outgoing phone calls by the phone application that are otherwise disallowed by the activated lockout, while maintaining the activated lockout of the additional applications; and

    where the override may be changed by receiving input at the user interface if the handheld has received an override authorization signal from a remote supervisory station and if the lockout is deactivated.
