1. A method comprising:

  • a) at a network controller of a first communication network that communicatively couples a plurality of service regions of the first communication network to a second communication network comprising (i) a licensed wireless radio access network and (ii) a core network comprising a Mobile Switching Center (MSC), registering a telecommunication device in a particular service region to enable said telecommunication device access to communication services of the core network, wherein the network controller provides said access to the core network through the MSC; and

    b) after registering the telecommunication device, sending from the network controller a paging message received from the MSC to the particular service region to initiate routing of a communication session from the core network to the particular service region.
