1. An electrochromic cell comprising:

  • a first transparent substrate comprising a first electrically conductive transparent electrode bonded to the first substrate and an electrochemically formed first electrochromic layer bonded to the surface of the electrode;

    a second transparent substrate comprising a second electrically conductive transparent electrode bonded to the second substrate and an electrochemically formed second electrochromic layer bonded to the surface of the electrode; and

    a transparent UV curable solid state cross linking gel polymer containing an ionic liquid comprising an organic salt with a melting point under about 100°

    C. in contact with both the first and second electrochromic layer, wherein there is substantially no contact between the first and second electrochromic layers;

    wherein the operating temperature of the electrochromic cell is from about −

    30°

    C. to about 95°

    C.,and wherein the electrochromic cell is substantially free of oxygen and moisture.
