1. A method for decoding a video signal in a video decoder apparatus, comprising:
- obtaining, with the decoder apparatus, first phase shift information between a luma sample and a chroma sample in an enhanced layer;
determining, with the decoder apparatus, whether second phase shift information between a luma sample and a chroma sample in a base layer exists;
obtaining, with the decoder apparatus, second phase shift information from at least one of a sequence header and a slice header, based on the determining;
obtaining, with the decoder apparatus, a reference pixel value based on the first phase shift information and the second phase shift information, the reference pixel value being upsampled from residual-coded data in the base layer; and
decoding, with the decoder apparatus, a current block in the enhanced layer based on the reference pixel value.
