1. A method of forming a skin disinfecting foam containing alcohol, comprising the steps of:

  • activating a dispenser pump of an unpressurized dispenser to combine an alcohol-fluorosurfactant mixture with air to form and dispense a skin disinfecting foam containing alcohol, wherein the alcohol-fluorosurfactant mixture comprises an alcohol C1-4, or mixtures thereof, present in an amount greater than or equal to 60% by weight of the total composition, a physiologically acceptable effective anionic phosphate fluorosurfactant for foaming present in an amount of at least 0.001% by weight percent of the total composition, and water present in an amount to balance the total composition to 100% by weight.
